always getting 0 kb after downloading attachment

I am running 3.1.1 and 3.0.13 and on both sites dnn download won't
work. everything installs correctly and i can post documents, but then when
I try to download, it downloads 0kb. this happens with .doc, .zip,
.pdf, etc. This module did work for me earlier. I use Win2k3, IIS6 and
SQL2K

please help

Do you have installed any special module like compression or view state before the problem appears ?
