Time Stamp Issue and a Feature Request

I notice that the time that a file is stamped is based on the time of the host server, not the time zone of the portal. Not sure if this can be fixed. Another option that would be nice would be a "Hide" option so that long term documents can be hidden and unhidden depending on the date, or whatever other reason the admin/moderators may have.
