first sorry for my late answer, but it seems that there is a problem with the forum notification for new posts.
I have setup an test environment with an IP address, but I'm not able to reproduce your problem.
The only thing what seems to be possible is that you try do debug the problem on your machine.
Sorry, but if I don't have the problem, I can not solve the problem.

I also didn`t get post notification from this forum.
I have installed new DNNPortal-Download version, but still the problem remains.
But I got an idea how to overcome it:
I can use Firefox to upload new file, which is less then 1 MB. In my case I choose a fake empty file with the same name as real future one. I upload the fake one and then use ftp to replace it with real one. After this, I can download the real file.
Could you do one thing for me, please?
After replacing fake file with real one, file size reported in module is still 0 kB, even when I update the item. So can you get the file size when displaying module or when updating download item even when the file is not changed?
I really do not know where is the problem, so I can either use the above "solution" or a different module (but I like your one).

Try to re register the aspnet client scripts on your server.
I have heard from some problems with not working button events if the client scripts are not set correctly, maybe you have the same problem.
Open a command window and run the following command
"%windir%\Microsoft.NET\Framework\v1.1.4322\aspnet_regiis.exe" -i
