Upload not available to roles specified?

After installing DNNPortal-Download_1_0_9a_PA.zip and configuring a module on a page, users in the roles specified by the module settings do not have the ability to upload files.  Is this a bug, or did I overlook something important?

No there is no know bug.
Is the upload button visible ?
