Yes and no.
You can set as many modules on each portal you like, but as you even has noticed the content is always the same.
So the right answer is no, one blog module per portal is the default.
You can setup a master blog for each user and each user can setup as many child blogs he want.
Why do you want to add more the one blog module to a portal, maybe I can give you an idea how do you can solve your problem.

I actually came across this exact same requirement last night. I wanted to post some content and leverage the Comment feature of the blog stand alone from my normal blogs.

I've also got a similar requirement. Sort of a combined of the above issues and the often requested (and often mentioned to be coming in a future version).
And that is I want to be able to place blogs in a variety of pages in the portal, each to be a shared blog, based on different topics. While on the home page, a consolidation of all the blogs.
As I'm typing this, I've realised that I can use the newsfeed (RSS) module to act as the consolodation, but it seems a little wasteful to be reading your own RSS feeds to aggregate them on another page...
I'm just getting into DNN, so still playing and learning with various modules.
